I am happy to write this letter of endorsement on the character and professional aptitude of Charlie Ullian and Southeast Locates, Inc. I've known and worked with Charlie since 2002. He was a pioneer in the field of damage prevention back then and he still is as passionate about it today as he was back in 2002. I've never met anyone who cares as much about what they do as Charlie does.
I first worked with Charlie when I was helping Tampa Electric Company install a new 230 kV line in Auburndale. When engineering transmission lines it is critical during line construction to locate all existing sub-surface infrastructure located in the designated area of the proposed pole locations. Charlie did a great job and that was the beginning of a relationship that I've cherished since.
I have found Charlie and the entire crew to be extremely thorough in finding and documenting buried utilities / underground obstructions and delivering documented results of their discovery work in electronic and / or hardcopy books for each project. Regardless of the time table or type of request, Southeast Locates has always exceeded our document requirement expectations. Southeast Locates, Inc. always provides accurate pictures and plan drawing views of all buried utility lines, showing their exact relationship to the proposed pole locations within inches.
Whenever I get to pick my subcontractor for soft digs, I pick Charlie. However, I don't always get to pick, so I have worked with several subsurface contractors in and around the state of Florida. Without exception, they all fall short of the work that Charlie and Southeast Locates delivers. Charlie always goes the extra mile and makes personal contact with all the underground utility owners and makes sure that no stone is unturned. Southeast Locates, Inc., has proven to be the leader in subsurface location in the state of Florida. They have created a system that incorporates all procedures necessary for me to feel confident that all has been done that could be done while locating facilities with regards to damage prevention of buried utilities.
